MINUTES OF THE FEBRUARY MONTHLY MEETING OF ATHY TOWN COUNCIL HELD AT 7.30 P.M ON WEDNESDAY THE 20TH OF FEBRUARY 2008 IN THE MUNICIPAL OFFICES, RATHSTEWART, ATHY.

2. MATTERS ARISING

Councillor Daly asked for an update on the boundary wall at Kingsgrove.

The A/Town Clerk replied that a letter had been forwarded out to the developer to proceed in erecting the wall.

Councillor Breslin asked that a date for a meeting of the sub committee (Kingsgroves) be set up as soon as possible.

Councillor Breslin enquired whether the council had got any reply back from the DOE on the go ahead to carry out the necessary works on the OAPS house at Nelson St.

The A/Town Clerk said that the DOE has not come back to the council yet and that it may be April/May before we get any notification from the DOE permitting us to use our internal receipts to carry out the works on the OAPs at Nelson St.

Councillor Breslin asked would it be possible to look for funding for Nelson St under DPG Grants and also requested that contracts for outdoor staff be kept on the agenda.

Councillor Wright referred to page 9 on last month minute’s and asked was there any further progress into when a footbridge would be built in accordance with the new swimming pool as it was needed for the people of Athy.

The Town Engineer replied that the swimming pool project does not include the building of a footbridge but added that he will look at the feasibility of such a project.

Council Wright asked when the 1798 monument would be definitely erected.

The Town Engineer replied that no date had been set as the council needs to fine a safe and secure location for this monument.

The Cathaoirleach asked the Town Engineer to come back to the members at the next monthly meeting with a definite date for the erection of the monument if possible.

Councillor Dalton asked what further progress has been made in the procurement of the jetty.

The Town Engineer said that the council had been in contact with a supplier and have asked them to forward costing for the above.

The Town Engineer added that if the maintenance of the jetty is contracted out we will also need to see what this would cost but if the council are to carry out the upkeep of the jetty staff will have to be trained.

Councillor Dalton also asked whether a notice board would require planning or does it come under Part VIII.

The A/Town Clerk said the site/location of the notice board would need to be submitted and that the council have a quotation for insurance for the jetty.

Councillor Lawler said that there are two members of the North Barrow Board at this meetings and that he had the impression that the procurement of this jetty was done and dusted.

The Cathaoirleach said that he hoped that the procurement of the jetty would be completed as soon as possible as it was a valuable amenity for the people of Athy.

Councillor O; Sullivan referred to page 4 and questioned whether the council receive any reply from CIE about the plots

The A/Town Clerk replied that the council had just received an e-mail from the CIE official handling this matter apologising for not replying any sooner to this previous motion but that he will come back to the council with a proper report as soon as possible.

Councillor Breslin requested that a meeting with council officials be set to discuss the proposed southern relief road.

The A/Town Clerk asked that the members come back with a report on the NDR and that a meeting would then be organised.

3. CORRESPONDENCE

Maria Ahearne, A/Town Clerk read out the following correspondence to the members:-

· Letter from Macroom Town Council stating that at their January Meeting that the following motion: “Macroom Town Council calls on the Government to introduce a micro chipping and neutering/spraying incentive scheme to curb unwanted dogs (suggestion: licence for a neutered dog €10, licence for unneutered dog €150.” was unanimously passed by all their members and asked that this also be adopted by Athy Town Council also. This was duly note by the members.

· Reply from Office of the Minister for Education and Science on the proposed water charges for schools which states that. This was noted by the members

· Letter from Kildare County Council asking for councillors within Athy and the electoral area to participate and join the Youth Council Discussion Forum website which is presently be set up.

· Reply from Eirgrid on our previous presentation on the proposed Meath Cavan 400 KV Power Line explaining that this “has been passed on to the Project Team” who will reply to our correspondence in due course.

· Letter from Athy Bluegrass Music Association requesting some funding towards the costs of running their Bluegrass Festival from July 10th to 13th of this year.

That funding of €1,500 be allocated towards this yearly music festival.

· Letter from Athy and District Anglers bringing to our attention that “the box shore flowing into the river barrow at the Barrow Bridge opposite Dillions in Athy town” and that they would “be very grateful if this matter was looked at as soon as possible as there could be an impact on the immediate environment.”

· Reply from Department of Health & Children explaining that our previous correspondence in relation to the X- Ray Department on St Vincent’s Hospital has “been referred to the Chief Executive Officer of the HSE who will arrange for the matters raised to be investigated and a reply issued directly to” us.

· Letter from Little Way Cancer Support Centre asking for some sponsorship or donation towards annual fundraising ball which was held on the 9th of Feb in the Hotel Keadeen. On the proposal of Councillor Daly and seconded by Councillor Breslin it was agreed that €500 be allocated towards their fundraising event.

· Letter from Clonmel Borough Council informing the members that a Seminar on Energy for councillors will be held at Raheen County Hotel in Clonmel from 7th, 8th and 9th of March 08. On the proposal of Councillor Daly and seconded by Councillor it was agreed that Councillor Wright should attend this Seminar on behalf of Athy Town Council.

· Letter from Meath County Council informing the members that Local Authority Members Association Annual Spring Seminar 200 will be taking place in the Knightsbridge Hotel Trim on the 27th of March and the 28th of March 2008. On the proposal of Councillor Dalton and seconded by Councillor Lawler it was agreed that Councillor O’Sullivan would attend this Seminar on behalf of this council.

· Correspondence from Rattoo Heritage Society notifying the members of the forthcoming 16th Annual Kerry Environmental Recognition Conference hosted by them and to be held at the Golf Hotel Ballybunion County Kerry from Wednesday April 2nd to Sunday April 6th 08. Councillor English requested that this be deferred until our next monthly meeting which was agreed by all the members.

· Letter from Wexford Borough Council notifying our members that a Conference titled “Better Local Government –Is it Working? hosted by Wexford Borough Council will be taking place on the 3rd 4th and 5th of April 08 in the Talbot Hotel Wexford. On the proposal of Councillor Breslin and seconded by Councillor Lawler it was agreed that Councillor Wright would attend this conference on behalf of Athy Town Council.

“That we as a council investigate the source of effluences entering into our box sewer in Leinster street and flowing into the River barrow and causing an unhealthy smell and nausea to our people while polluting the Barrow as well.

Councillor Wright said that the box sewer on the road outside Castle Inn had collapsed and that during the summer the smell is particularly strong and nauseous from this.

Councillor Wright asked how this could be happening when a very modern sewerage treatment plant was installed.

Councillor Lawler said that he had been in contact with Paul Hickey, Town Engineer on this issue and that he was pleased that a CCTV contractor was appointed to carry out a survey on sewer pipes in the town.

Councillor English said that the issue of effluences going into the Barrow had been raised some time ago and that it was totally unacceptable that it was still occurring especially when we are trying to encouraging the people to use the river

The Cathaoirleach said he thought this particular problem was solved.

The Town Engineer explained that a survey on eastern side of river will start soon and that the contractor would also be asked to look at the box sewer.

The Cathaoirleach said that he had serous doubt about the drain between Mill Cottage House up to the river and asked that this drain be checked by the council.

“That we as a council urge our engineer to investigate that most dangerous and lethal turn at swimming pool and the railway station and to compound it more there is no street light there.”

Councillor Wright said it was brought to his attention that this turn was lethal and that was required was a proper footpath on the left hand side going down to the railway station which he believed would be money well spent

Councillor Wright also enquired who was the owner of the land on the left hand side.

Councillor Lawler said that a ramp was also badly needed when you swing around at this bend.

Councillor Daly said that a proposal for a footpath was put in as part of a planning application but very little can be done about the acute bend.

Councillor O’ Sullivan said that this was been used as a rat run for people going to Carlow and that people were parking all over the place which was very dangerous.

The Town Engineer agreed that a footpath was required and that he would talk to the Area Engineer about this and added that to do this job may require a bit of land.

Councillor English asked was there an onus also on Iarnrod Eireann to provide proper lighting and footpath at this location.

“That in view of the fact that ESB are very lackadaisical when they are requested to repair lights that are not functioning in estates and on the streets propose that we write to person in charge or invite him to our next meeting as the present situation is unacceptable and is not giving much security to the people in their homes.”

Councillor Wright said that the ESB in Portlaoise are continually ignoring reports of public lights been out within Athy and asked how can residents within the local estates feel safe and secure at night when public lighting is which are out of order are not been repaired when reported.

Councillor Wright asked that an official from the ESB be requested to attend one our meetings as soon as possible so that it explained to them that the ESB in Portlaoise are not doing their job properly and to ask why Athy is been continually been ignored by the ESB.

Councillor O’ Sullivan said that there is a public light outside her own house which has been out of order since Christmas which was reported to the ESB some time ago but nothing has ever been done about.

Councillor Breslin said that on a national level the ESB service is now inadequate and that some official should to attend one of our meetings.

Councillor Dalton said that there is a public light outside Tully’s Travel which has been out of service from some time.

The Cathaoirleach said that the fragmentation of the ESB has not led to an improvement in overall service but rather the opposite.

The A/Town Clerk said that letter will be forward to CEO of ESB requesting the attendance of himself or an official at one of our monthly meetings to discuss the above issues as soon as possible.

“That Athy Town Council carry out an immediate investigation of the internal water supply network in Athy identifying any areas of the town where the pipe work is not of the proper standard or size to ensure an acceptable water supply to all of the Athy’s residents and where such discrepancies are identified that the council urgently seek the finance carry out all such remedial works.”

Councillor Breslin said that some of the pipe work in Athy is not matching and is inadequate and asked that an investigation of the pipe work be carried out as soon as possible to identify any discrepancies or faults within the water network system in Athy.

Councillor Breslin said that funding for this work could be financed from development levies.

The Town Engineer said that there is work been carried out on the detection of water leaks but to carry out an overall investigation of water supply network in Athy would be quite an undertaking and before this could be done we would need to establish the costings involved.

“That Athy Town Council carries out a full and in-depth investigation into the strong sewerage odours in Leinster St and that the council takes all necessary remedial steps to eradicate the problem.”

Councillor Breslin said that for over the last couple of years the odour problem in Athy is getting worse and that several premises have now this smell.

Councillor Breslin went on to explain that some of these businesses have spent money on try to rectify this problem but it is not working.

Councillor Wright said that he believed that the smell is not due to sewerage but the hide plant in Dunlavin and asked that letter be forwarded to them.

The Town Engineer said that there is CCTV survey on foul network been carried out east and west in Athy

“That additional railing be provided on the wall between Kingsgrove and Oaklawn housing state along the line of the new footpath.”

Councillor Dalton said there was some anti-social behaviour and the wall was been used as an escape route.

Councillor Dalton suggested that palisade fencing be erected as soon as possible as it would provide some security.

Councillor Breslin said that this was discussed at Joint Policing Committee and it was requested that extra Garda would patrol this area.

The Town Engineer said that he would look at the possibility of extending the palisade fence

“That a report is given of progress on the taking in charge of housing estates within the town.”

Councillor Dalton asked that the Town Engineer put together an overall report showing which new estates have complied with or not their conditions as set out in their planning permissions.

Councillor English said that such an overview would give us an idea what work needs to be still done on these estates. This was endorsed by all the members.

“That drainage improvement works be carried out at Cardenton.”

Councillor Dalton said that some work was done and that a resident has offered their yard as a soak hole.

Councillor English said that this area is been used as a race track.

The Town Engineer said that any work required would depend what money the council had to spend.

“That all new building development in Athy be required to incorporate some system of collection storage and use of rain water.”

Councillor Daly said that during the water crisis it was amazing that people did not have water which need not have happened if a simple secondary system for holding water was introduced into houses.

Councillor Daly said that such a system would not be very costly to install.

Councillor Lawler said it would not be very difficult to install a 300 gallon or 400 gallon water tank to store rain water.

Councillor Dalton said that Aras Chill Dara have a system in place whereby rain water is collected and used.

Councillor English said that this should be introduced into schools also.

The Cathaoirleach said this was a radical proposal.

“That Athy Town Council prepare and implement a landscape plan for it lands on the western bank of the Barrow.”

Councillor Daly said he would love to see a developers plan for that side of the river. This had the support of all the members.

“That Athy Town Council condemns the Minister of Education and Science for having further delayed the construction of Athy Community College and calls on her immediately allow the selected builder to complete the project.”

Councillor Daly said that this proposed building project has been ongoing for over nine years and now finally after all this time and after going to tender a contractor was selected

Councillor Daly said that he thought we were now at the stage where this project could be finally completed but it now appears this is not the case as it seems there is a further delay in the construction of Athy Community College and that it was despicable that the people of Athy should be treated this way

.

Councillor Daly said that he can only condemn the Minister for Education and Science for this further delay and that she should accept this tender immediately and allow work to commence.

Councillor O’ Sullivan said that it was very frustrating that after all this time nothing was happening and it looked like nothing is going to happen in the near future.

Councillor Wright said the Minister for Education and Science was treating the teachers and pupils with contempt and asked that someone from the Department of Education attend our next meeting.

Councillor Dalton said that as Chairman of the Board of Management of school and also as a member of the VEC he could understand everyone’s frustration on this.

Councillor Dalton informed the members that Deputy Sean O Feargail was seeking a meeting with the Minister for Education to make sure that this project was completed in Athy

Councillor Breslin said that the schools in Athy were now at full capacity and the Department of Education and Science needs to be proactive on this issue.

Councillor English said he would not condemn the minister and if the word “condemn” is not omitted he would not support this motion.

The Cathaoirleach said that as Chairman of VEC he was very disappointed and disgusted with this further delay in the building of the college and that the Minister should remember that it was the VEC who on several occasion had “dug the Minister out of a few holes” such as providing the site for Gaelscoil in Newbridge .

The Cathoirleach said that he would like to compliment the management and staff for their hard work in such adversarial circumstances and the parents for still putting their trust in the school and hoped that the Minster for Education would allow the building project to be finally completed.

The Cathaoirleach asked for vote on this motion.

For: Councillors Daly, Wright, Breslin, O’ Sullivan, Lawler.

“That the town council encourage local business and sporting organisation to be educated on the need to have A.E.D machines on their premises.”

Councillor O’ Sullivan asked that AEV should be changed to A.E.D.This was noted.

Councillor O’ Sullivan said there was very few defibrillators in the County and wanted to encourage clubs and the council to purchase on of these machines. This had the support of all the members.

17. CATHAOIRLEACH’S BUSINESS

The Cathaoirleach requested that a letter be forwarded to the management of Batchelors on their closure in Athy.

The Cathaoirleach also welcomed the extra garda for Athy.

The Cathaoirleach said that Athy Retail Strategy was a long time coming and hoped that it would be adopted in the near future.

The Cathaoirleach read out a letter from Athy Chamber of Commerce and asked that the council should endeavour to meet with them on a regular basis.

The Cathaoirleach asked that a date be set for review of Athy Development Plan along with development levies

18. MANAGER’S BUSINESS.

Councillor Breslin said that there would be a Labour party convention soon and it was hoped that they would be in a position to fill the casual vacancy arising upon the death of Councillor Noel Scully (R.I.P) at the March meeting.

The A/Town Clerk informed the members that the Housing Assessment for 2008 has already begun.

19. REPORT FROM SUB COMMITTEES

The A/Town Clerk said that there was a town twinning trip to Grandvillier in France from the 9th to the 12th of May and it would be beneficial if some members would go on this trip.

Councillor Breslin said that the Arts sub committee were organising festival for St Patrick’s Day.

Councillor Dalton said that residents in Carbury Park were very positive about the forthcoming remedial works to their houses and that they would be meeting again later on in the year

The Cathaoirleach was nominated by the members to sit on the Board of Cill Dara ar Aghaidh Teo.

Councillor Daly said that the Youth Café had commenced and the Youth Group Committee were meeting regularly

Councillor Lawler said that he could not understand why kitchen units for the eighty units at Ardreigh were been purchased from England when they could be manufactured locally here in Athy.

Councillor Wright said that he would have not hesitation in objecting to any planning application for the building of flats or apartments at Batchelors if they were received by this council.

Councillor Daly said that he would like to thank the Civil Defence for their assistance during our water crisis and that a letter should of congratulations should be sent to Jennifer Ryan to note her selection as Kildare Sportsperson of the Year.

Suspension of Standing Orders to discuss the water situation in Athy

The Cathaoirleach said that he regretted the lack of water in Athy and surrounding areas over the last few days but it was a good call to turn off the pump as the situation would have been a lot worse and added that it was extraordinary that a burst water main should occur this evening but was glad that this was a least resolved.

The Cathaoirleach also thanked Paul Hickey, Town Engineer, Pat Dunne, Town Foreman and Joe Byrne, Assistant Town Foreman and all staff members along with Ben Woodhouse and Martin Dalton from Athy Fire Services for their commitment to the job during this crisis.

Councillor Daly said that he would like to compliment the Town Clerk and Town Engineer for keeping the members updated and thought that the use of KFM Radio in keeping the general public informed was a good idea. Councillor Daly also suggests that more use could be made of Athy Town Council’s website in keeping the members and public updated on the water situation.

Councillor Dalton said that he would like to thank all staff in the council for what has been a difficult few days and asked why flooding alleviation measures were not put in place before now.

Councillor Wright said that it was totally unacceptable that people should be without water due to a day of very heavy rainfall and that the blame for this lies with Kildare County Council because for over the last forty four years no proper defence against flooding for the pump at the Gallery has ever been put in place and that it was scandalous the public should suffer and be without water because of this.

Council O’ Sullivan said that this flooding of the pump has happened twice in a short time and looked forward to the Town Engineer’s report.

Councillor Breslin thanked the Town Engineer and all the staff for their effort and hard work at this time and asked that funding be sourced and allocated so that an assistant Town Engineer could be appointed to share the work load that our present full time Town Engineer has to carry.

Councillor English said he would like to apologise to all the families that were without water and thanked the council staff for their regular updates on the water situation.

Councillor Lawler said that turning off the pump was a right decision but we needed to ensure that this does not happen again and asked whether it would be possible to treat and open the Carlow well which was closed some years ago.


Joe Boland Director said that on behalf of Kildare County Council he would like to apologise to the people of Athy for the present water shortage that they are experiencing and accepted that existing arrangements were unsatisfactory but explained that the new connection at Ardscull is been fast tracked and should be up and running in about four weeks. Joe Boland explained that this would give extra one million litres per day improving the overall flow of drinking water in Athy and the surrounding area.

The Town Engineer reported that:

Water levels have not been like this since 1990 and that the council had no choice based upon advice from the HSE but to turn off the pump at the Gallery due to the severe flooding of the Barrow as there was a chance that the drinking water could become contaminated.

As the Gallery handles about thirty percent of our water supply turning the pump off has seriously weakened the flow of water in and around Athy and as a result many areas have been without water.

Though the public were originally asked to boil the water as a precaution all water samples taken so far by the HSE have shown the water not to be contaminated and as and from yesterday the notification to the public to boil the water has been lifted.

Even though the council will be connecting at Ardscull in about four weeks the council are also looking at other remedial options such as the drilling of new boreholes, upgrading of existing boreholes, flood protection for the Gallery and linking of town supply to Monasterevin Road.


The Cathaoirleach said that he was against bigger schemes

Councillor Wright asked whether over chlorination was good for the people.

The Town Engineer replied that water is dosed with chlorine to ensure that bacteria is killed but he was not qualified enough to know what effect chlorine in the drinking water has on people.

Councillor Daly enquired whether the council should look at the possibility of a reservoir.

Councillor O’ Sullivan asked would the people on the Carlow road have improved water supply.

The Town Engineer said that there would be an overall improvement in water supply but that some estates on the Carlow Rd were not in charge and would still be the responsibility of the developers,

2. MATTERS ARISING

Councillor Breslin asked for an update on the Boundary wall at Kingsgrove and when the necessary works are to commence on the OAP houses at Nelson St

The Town Clerk replied that in relation to the wall at Kingsgrove the council’s planners have looked for further clarification and we would have to look for approval from the Department of Environment to carry out the necessary improvements to the OAP Houses in Nelson St.

Councillor Daly enquired how the Jetty was progressing and complimented the Boxers and asked that the Procedures and Protocols committee be set up.

The Town Clerk stated that the Town Council were awaiting title of deeds, right of way, method statement and liability queries re the Jetty.

Councillor Wright asked was there any further progress on the erection of 1798 Monument.

The Town Engineer said there were no developments since Christmas but that he had contacted the artist in question and will follow up again

Councillor O’Sullivan asked if any correspondence had been received from CIE re the Plots. The town Clerk advised that a reminder notice had been sent.

The Cathaoirleach referred to the Supplementary agenda issued with regard to filling the casual vacancy arising upon the death of Councillor Noel Scully (R.I.P.)

This was adjourned and will be on the February Agenda.

Michelle Devine, Town Clerk read out the following correspondence to the members:-

· Letter from Failte Ireland explaining that Athy has been selected as town eligible for funding for the Pedestrian Tourist Signage in Historic Towns as part of the National Development Plan 2007 –2013.

· Press release from Irish Business against Litter stating that Athy is the only town in Kildare to be deemed ‘litter free’. The Town Clerk thanked the outdoor staff for their hard work in achieving this, which was endorsed by all the members.

· Letter from Clonmel Borough Council explaining that their motion calling for “the introduction of a clamping system for people who are parking in disabled persons parking spaces” was unanimously passed it members and asked that this motion be also endorsed by other councils. This had the unanimous support of Athy Town Council

· E-mails received Jean- Pierre Vassuer from Grandvilliers and Stephanie Grogan journalist from Midlands Radio expressing their condolences and sympathy on the recent passing away of Councillor Noel Scully. The member asked that these be forwarded to the Scully family

· Letter from Passage West Town Council explaining that their motion calling “on the Minister for Transport and Marine to postpone the implementation of the new rules concerning provision licence holders until the waiting period for a driving test has been reduced to the 8 week target set by the government” was unanimously passed by it members and asked that this motion be endorsed by other councils. This had the support of all the members

· Letter from Irish Water Safety acknowledging and thanking Athy Town Council for our contribution “of €300 towards the valuable work of Irish Water Safety.”

· Letter from John McKenna of Water to Wine Theatre Co asking “that Athy Town Council might consider making a grant towards the running cost of their latest production Corner Boys which will begin a six- week tour on February 6th and continue touring until March the 16th.” It was proposed by Councillor Daly and seconded by Councillor English and passed that €500 be allocated towards the running cost of this production.

· E-mail from Paul Aylward from Irish Public Bodies Mutual Insurances Ltd outlining the optional “insurance cover for reduction/ loss of representational payments as set out in the local Govt (Representational Payments for Members) Regulations, 2001 arising from serious illness to the insure member over a sustained period.” This was noted by the members.

· Letter from Athy Toastmasters inviting Councillor Mary O’ Sullivan and Councillor John Lawler to attend an Open meeting on Tuesday January 22nd at the Carlton Abbey Hotel at 8pm.

· Letter from Antrim Borough Council informing the members that the fifth Antrim Tourism Conference organised jointly by Clare Tourist Council and Antrim Borough Council will be held in the Dunadry Hotel & Country Club Muckamore on Friday 1st February & Saturday 2nd February 2008.

· E-mail from Carol Johnson of Kadenza Consultancy informing the members that a Seminar titled “The Local Government Planning Service” is been held from Friday the 1st of February to Sunday the 3rd of Feb at the Clonea Strand Hotel, Dungarvan, Co. Wexford. Councillor English was elected to attend on the proposal of Councillor Dalton and seconded by Councillor O’ Sullivan and agreed

“That this council condemns the introduction of the new water charges on our schools and conveys this view to the Minister of Education.”

Councillor Daly said that it is disgraceful and annoying that this water charge should now be introduced by the Minister for Education considering our modern school building cannot even provide basic dual flush toilets and proper storage for rain water and that there is no summer work scheme in place for 2008 to upgrade these schools facilities.

Councillor Daly asked that a letter be forwarded to the Minister of Education as a matter of urgency requesting that the introduction of water charges be rescinded as they are unreasonable and unfair.

Councillor Wright said that it was a scandal that these water charges were even being considered and that they should not have to be paid.

Councillor Dalton said that water charges of €16,000 were levied on schools before and the new levy will be €11,000. Councillor Dalton added that council could make a decision at local level to what will be charged and hoped the summer scheme will return in 2009.

Councillor Lawler said that water rates that were charged to school were always waived.

Joe Boland said that water charges have been applied to schools for a number of years and that metering encourages conservation.

“That Athy Town Council to investigate a proper skate board park in Athy.”

Councillor Breslin said that she gave a petition a number of years ago to the council asking that a suitable skateboarding area be provided and asked that this be investigated again.


Councillor Lawler said that skate boarding parks have been provided through out the country and asked that the council

Councillor Daly said that grants were issued on a once off basis but has never been offered again.

Councillor Wright said he supported this motion but asked where this proposed skate Board Park would be situated.

Councillor English asked was there a skateboard club.

Councillor Breslin replied that there was a club “of a sort”

Councillor English said that club should form and look for funding themselves

Councillor English asked that the word “provide” in the above motion be changed to “investigate”. Cllr Breslin agreed and all members agreed in turn to amend the motion.

“That the town council re-valuates the Christmas lights in the town and ensures that the lights are upgraded and improved.”

Councillor Breslin said that the Christmas lights have not been updated in 20 years.

Councillor Lawler said that even though we had been given assurances by Town Manager that there would be more funding for the upgrading of Christmas lights and that the lights in the square looked very well overall it would have been better if no lights were put up all. Councillor Lawler said that he would raise this at the Chamber of Commerce meeting tomorrow night week.

The Cathaoirleach said that the lights were old fashioned.

Councillor Dalton said the lights were an embarrassment and was glad to hear that this was to be raised that the forthcoming Chamber of Commerce meeting.

Councillor O’ Sullivan said she was very disappointed with the Christmas lights and if they were upgraded and improved it would be an encouragement to bring people into the town


Joe Boland explained that Christmas light’s for Newbridge costs €70,000 and that some of this was covered by a once off payment of €50,000 which was funded from paid parking fines in the town.

Councillor Lawler said that Newbridge is far wealthier town than Athy

“That the town council requests the HSE to extend the x-ray services at Vincent’s Hospital.”

Councillor O’ Sullivan said that the x-ray department in St. Vincent’s Hospital opened three years ago but presently there is a three week waiting list and asked that a letter be forward to the Minister for Health requesting that the radiographer attend more that one evening a week or an extra radiographer be appointed as a matter of urgency. This had the support of all the members.

“ That we as a council seek confirmation from Kildare County Council and the Department of the Environment that a foot bridge will be established in accordance with our swimming pool.”


Councillor Wright said that a footbridge was a prerequisite and necessary to a swimming pool and that it would also be a benefit to the local community.


Councillor Lawler said that it was an aspiration of Athy Town Development that a bridge would be built.

The Town Engineer reported that that land on the opposite side is on a flood plain and before a bridge could be erected a bank of puddle clay would be required and would cost €70,000.

Councillor Wright asked could it be funded from levies.

The Town Engineer replied that this could be financed from levies.








10. CATHAOIRLEACH’S BUSINESS


The Cathaoirleach requested an update on the following: SDR, Ardreigh Road, Youth Café, Retail Strategy and advised the members that Michael Kane was requesting a meeting to discuss the previously circulated correspondence re Expo 2008.

The Town Clerk replied that

· A draft copy of the Retail Strategy will be ready by the end of the week

· That the archaeology works at Ardreigh was coming to an end and subject to funding hope to complete in twelve months.

· That there were favourable reports about the Youth Café.

The Town Engineer said there was an agreement with Iarnrod Eireann that a CPO could not be put in place and that when it is ready to go for Environmental Impact Study funding would have to be put


Job Boland also reported a meeting had taken place with CIE on the proposed SDR and that there was agreement on all issues except one which was the link from the SDR to Railway project and had said there was some archaeology finds and they were on display during Shackelton weekend and hoped that work would commence on Ardreigh road in spring of this year.

The Cathaoirleach extended his best wishes to the Chamber of Commerce and congratulated the Boxing Club once again.

The Cathaoirleach said that he appreciated that there was problems with Iarnrod Eireann and hope that these would be resolved soon.

Councillor Lawler said he welcomed the reports on the roads and that it was good news that there was only one issue unresolved.

It was agreed that there would be seven people on the Committee set up to oversee the remedial works in Carbury Park and that four these would be council members who were elected as follow:

Suspension of Standing Orders to discuss the water situation in Athy

The Cathaoirleach said that he regretted the lack of water in Athy and surrounding areas over the last few days but it was a good call to turn off the pump as the situation would have been a lot worse and added that it was extraordinary that a burst water main should occur this evening but was glad that this was a least resolved.

The Cathaoirleach also thanked Paul Hickey, Town Engineer, Pat Dunne, Town Foreman and Joe Byrne, Assistant Town Foreman and all staff members along with Ben Woodhouse and Martin Dalton from Athy Fire Services for their commitment to the job during this crisis.

Councillor Daly said that he would like to compliment the Town Clerk and Town Engineer for keeping the members updated and thought that the use of KFM Radio in keeping the general public informed was a good idea. Councillor Daly also suggests that more use could be made of Athy Town Council’s website in keeping the members and public updated on the water situation.

Councillor Dalton said that he would like to thank all staff in the council for what has been a difficult few days and asked why flooding alleviation measures were not put in place before now.

Councillor Wright said that it was totally unacceptable that people should be without water due to a day of very heavy rainfall and that the blame for this lies with Kildare County Council because for over the last forty four years no proper defence against flooding for the pump at the Gallery has ever been put in place and that it was scandalous the public should suffer and be without water because of this.

Council O’ Sullivan said that this flooding of the pump has happened twice in a short time and looked forward to the Town Engineer’s report.

Councillor Breslin thanked the Town Engineer and all the staff for their effort and hard work at this time and asked that funding be sourced and allocated so that an assistant Town Engineer could be appointed to share the work load that our present full time Town Engineer has to carry.

Councillor English said he would like to apologise to all the families that were without water and thanked the council staff for their regular updates on the water situation.

Councillor Lawler said that turning off the pump was a right decision but we needed to ensure that this does not happen again and asked whether it would be possible to treat and open the Carlow well which was closed some years ago.


Joe Boland Director said that on behalf of Kildare County Council he would like to apologise to the people of Athy for the present water shortage that they are experiencing and accepted that existing arrangements were unsatisfactory but explained that the new connection at Ardscull is been fast tracked and should be up and running in about four weeks. Joe Boland explained that this would give extra one million litres per day improving the overall flow of drinking water in Athy and the surrounding area.

The Town Engineer reported that:

Water levels have not been like this since 1990 and that the council had no choice based upon advice from the HSE but to turn off the pump at the Gallery due to the severe flooding of the Barrow as there was a chance that the drinking water could become contaminated.

As the Gallery handles about thirty percent of our water supply turning the pump off has seriously weakened the flow of water in and around Athy and as a result many areas have been without water.

Though the public were originally asked to boil the water as a precaution all water samples taken so far by the HSE have shown the water not to be contaminated and as and from yesterday the notification to the public to boil the water has been lifted.

Even though the council will be connecting at Ardscull in about four weeks the council are also looking at other remedial options such as the drilling of new boreholes, upgrading of existing boreholes, flood protection for the Gallery and linking of town supply to Monasterevin Road.


The Cathaoirleach said that he was against bigger schemes

Councillor Wright asked whether over chlorination was good for the people.

The Town Engineer replied that water is dosed with chlorine to ensure that bacteria is killed but he was not qualified enough to know what effect chlorine in the drinking water has on people.

Councillor Daly enquired whether the council should look at the possibility of a reservoir.

Councillor O’ Sullivan asked would the people on the Carlow road have improved water supply.

The Town Engineer said that there would be an overall improvement in water supply but that some estates on the Carlow Rd were not in charge and would still be the responsibility of the developers,

Councillor Wright said he supported this motion but asked where this proposed skate Board Park would be situated.

Councillor English asked was there a skateboard club.

Councillor Breslin replied that there was a club “of a sort”

Councillor English said that club should form and look for funding themselves

Councillor English asked that the word “provide” in the above motion be changed to “investigate”. Cllr Breslin agreed and all members agreed in turn to amend the motion.

“That the town council re-valuates the Christmas lights in the town and ensures that the lights are upgraded and improved.”

Councillor Breslin said that the Christmas lights have not been updated in 20 years.

Councillor Lawler said that even though we had been given assurances by Town Manager that there would be more funding for the upgrading of Christmas lights and that the lights in the square looked very well overall it would have been better if no lights were put up all. Councillor Lawler said that he would raise this at the Chamber of Commerce meeting tomorrow night week.

The Cathaoirleach said that the lights were old fashioned.

Councillor Dalton said the lights were an embarrassment and was glad to hear that this was to be raised that the forthcoming Chamber of Commerce meeting.

Councillor O’ Sullivan said she was very disappointed with the Christmas lights and if they were upgraded and improved it would be an encouragement to bring people into the town


Joe Boland explained that Christmas light’s for Newbridge costs €70,000 and that some of this was covered by a once off payment of €50,000 which was funded from paid parking fines in the town.

Councillor Lawler said that Newbridge is far wealthier town than Athy

“That the town council requests the HSE to extend the x-ray services at Vincent’s Hospital.”

Councillor O’ Sullivan said that the x-ray department in St. Vincent’s Hospital opened three years ago but presently there is a three week waiting list and asked that a letter be forward to the Minister for Health requesting that the radiographer attend more that one evening a week or an extra radiographer be appointed as a matter of urgency. This had the support of all the members.

“ That we as a council seek confirmation from Kildare County Council and the Department of the Environment that a foot bridge will be established in accordance with our swimming pool.”


Councillor Wright said that a footbridge was a prerequisite and necessary to a swimming pool and that it would also be a benefit to the local community.


Councillor Lawler said that it was an aspiration of Athy Town Development that a bridge would be built.

The Town Engineer reported that that land on the opposite side is on a flood plain and before a bridge could be erected a bank of puddle clay would be required and would cost €70,000.

Councillor Wright asked could it be funded from levies.

The Town Engineer replied that this could be financed from levies.








10. CATHAOIRLEACH’S BUSINESS


The Cathaoirleach requested an update on the following: SDR, Ardreigh Road, Youth Café, Retail Strategy and advised the members that Michael Kane was requesting a meeting to discuss the previously circulated correspondence re Expo 2008.

The Town Clerk replied that

· A draft copy of the Retail Strategy will be ready by the end of the week

· That the archaeology works at Ardreigh was coming to an end and subject to funding hope to complete in twelve months.

· That there were favourable reports about the Youth Café.

The Town Engineer said there was an agreement with Iarnrod Eireann that a CPO could not be put in place and that when it is ready to go for Environmental Impact Study funding would have to be put


Job Boland also reported a meeting had taken place with CIE on the proposed SDR and that there was agreement on all issues except one which was the link from the SDR to Railway project and had said there was some archaeology finds and they were on display during Shackelton weekend and hoped that work would commence on Ardreigh road in spring of this year.

The Cathaoirleach extended his best wishes to the Chamber of Commerce and congratulated the Boxing Club once again.

The Cathaoirleach said that he appreciated that there was problems with Iarnrod Eireann and hope that these would be resolved soon.

Councillor Lawler said he welcomed the reports on the roads and that it was good news that there was only one issue unresolved.

1. “That we as a council investigate the source of effluences entering into our box sewer in Leinster Street and flowing into the River Barrow and causing an unhealthy smell and nausea to our people while polluting the Barrow as well.”

6. “That we as a council urge our engineer to investigate that most dangerous and lethal turn at swimming pool and the railway station and to compound it more there is no street light there.”

2. MATTERS ARISING

Councillor Daly said that he appreciated the work that had been done by the Town Manager and staff in getting the money paid over by KELT for the Jetty. This was endorsed by the other members.

Councillor Daly also requested an update into what progress had been made on the proposed boundary wall at Graysland.

Councillor Breslin again asked when the costing report into the proposed updating and repositioning of the heating system in the old aged pensioners houses in Nelson St will be presented to the members.

Councillor O’ Sullivan asked was there any word received on the CIE Land

The Town Clerk replied that the landscaping plan had been resubmitted and is presently with the planners

The Town Engineer also added that he did not see any issues or problems arising with this resubmitted plan.




3. CORRESPONDENCE

Michelle Devine, Town Clerk read out the following correspondence to the members:-

· Circular received from IPBMI Ltd outlining and advising that there is a new Councillor Representational Allowances Benefit which the members can opt for

· Reply received from An Garda Siochana to our correspondence asking for a Community Garda in Athy.

· Invitation from The Irish Amateur Boxing Association inviting the council to attend the Finals of the Irish Daily Star National Senior Championships at the national Stadium which is to take place on Friday 11th of January 2008 commencing at 7.45pm.

· Letter from Monaghan Town Council explaining that the following motion: “That this council call on the HSE to withdraw their decision of Sept the 17th whereby pharmacies will be paid less than the cost price for medicines from December the 1st onwards. If this decision is carried out it will cause great difficulty for Medical Cards Holders. The members called on the HSE to suspend their decision on this matter and re-enter negotiations to find a solution to this serious situation” was unanimously adopted by Monaghan Town Council and asked that this be adopted by other councils. However this was not adopted by our own members as the voting was :
For: Councillors Wright, Lawler, Daly, Breslin, O’ Sullivan.
Against: Councillor English.
Note: Councillor Dalton not in chamber when the members voted.

· Letter from Macroom Town Council explaining that the following motion:” In view of the recent crisis in the Health Service that we call on the Minister for Health to introduce a system of reporting in the Health Service which will ensure that when problems arise they are brought to the attention of the relevant persons up to and including the Minister and that the response is pro-active rather than re-active.” was unanimously adopted by Macroom Town Council and asked that this be adopted by other councils. This was unanimously passed by our members on the proposal of Councillor Wright and seconded by Councillor Lawler and all agreed.

· Letter from Trim Town Council asking that the following motion be adopted
by all councils: “EirGrid is considering the route from Meath to Cavan for a 400KV transmission line/interconnector and is currently scoping a number of routes for this high voltage line. If EirGrid proceeds with this 400KV transmission line through Meath to Cavan the lives of many families living and working in County Meath including the Trim area will be affected by large overhead pylons with multiple heavy cables carrying the 400KV AC electric power in close proximity to homes schools our towns and countryside. While not wishing to impede progress it is important to make known at this early stage where the elected members of this council stand on this matter and especially where there is a safer option. The Elected members are asked to support the wishes of the vast majority of the people and inform EirGrid that this council request EirGrid to bury this 400KV line underground so as to minimise the health risks from the magnetic and electric fields which radiate from such 400KV AC transmission lines”. All the members agreed with this motion except Councillor Wright who said that he did not know enough about above.

· Letter from Special Olympics Ireland “inviting each city/town council to join in the celebrating 30 years of Special Olympics in Ireland.” This was noted by members.

· Letter from the Street Children of Bucharest asking for our financial support for the impoverished and unwanted children of Bucharest. This was noted by the members

· Letter from Woulfe Event Management informing the members of “Seminar on Crime” which is to be held from the 24th to the 25th of Jan 08 at the Green Hills Hotel Limerick. Two members were selected to attend as follows:

04. CATHAOIRLEACH’S BUSINESS

The Cathaoirleach informed the members that contracts for the Remedial Works for Carbury Park were signed on Thursday the 13th of Dec 07.




05. MANAGER’S BUSINESS.
The Town Manager explained that the Youth Café planners report was already circulated to the members but are still waiting on Road Design and Conservation Officer’s report which is to be included on the Agenda for January’s Monthly Meeting.

Councillor Dalton said that there was a strong Aontas Ogra in Athy and wanted them involved as the lead organisation in the setting up of this Youth Café.

Councillor Daly replied that it was agreed that no particular organisation would be head of it.

The Town Manager wished the Cathaoirleach and the members a Happy Christmas and thanked all who were involved with the Remedial Scheme.

Councillor Breslin asked that the council’s best wishes be passed on to the Scully family at this time. This has the support of all the members present.

Councillor Dalton asked that a vote of sympathy be given to the Perry family on the recent death of John Perry.

This was seconded by Councillor Wright who added that Mr Perry was a decent and honourable man.

Councillor Dalton asked for a vote of sympathy for the passing away of Deputy Sean O’ Fearghail’s father which had the support of all the members present.

Councillor Wright enquired when the 1798 Monument was going to be erected.

The Cathaoirleach hoped that this would be resolved in the New Year.

The Town Engineer replied that he had been in contact with the Artist and progress is been made

The Cathoirleach thanked the members and staff for their work during the year and wished everyone a Happy Christmas

A minutes silence took place as a mark of respect for Mr. O’Fearghail and Mr John Perry.

The Cathaoirleach welcomed Brendan O’ Sullivan, Eastern Regional Manager for the IDA.

Mr O’ Sullivan told the members that it was four years ago since he attended a Council meeting in Athy and was delighted at the amount of development that has taken place in Athy and the county over that period and added that these changes offered great hope for the future. Mr O’Sullivan gave a presentation outlining the responsibilities of the I.D.A.

Cllr Wright enquired whether there would be more factories coming into the town.

Cllr Dalton said he would like to see the regeneration of the town centre and this would only happen if there was more new investment in Athy.

The Cathaoirleach asked what was inhibiting this new investment.

2. MATTERS ARISING

Cllr Daly extended a thank you to acknowledge the CFL bulbs being installed in the Chamber together with the new Flags.

Cllr Daly enquired whether Athy Town Council had taken the Jetty in charge.

The Town Engineer replied that there were a number of issues that still had to be addressed one of which was insurance. The Town Engineer explained that as IPBMI do not insure jetties for councils we could not make any progress until this was sorted out.

The Town Manager added the he was not sure whether other town councils had ever taken jetties in charge and it was important that we get this right.

Cllr Dalton enquired how the Youth Café was progressing. The Town Clerk outlined that the last date for submissions is December 6th and that a Planners Report would follow for the December meeting.

Cllr O’Sullivan enquired whether the council had received a response from CIE to our previous letter. Maria Ahearne, Senior Staff Officer said that we would send a reminder to follow.

Cllr Breslin requested an update on the promised remedial scheme within Carbury Park and Townspark.

The Town Manager said DOE were carrying out a detailed review of funding for all remedial schemes with each local authority and as a result no decision has yet been made when our own remedial scheme work will commence.


The Cathaoirleach said all members were originally full of hope and now it appears that there is some uncertainty whether the works would happen at all The Cathaoirleach found this unsettling.

Cllr Breslin questioned where had all the funding gone for this project

Cllr Dalton said that the delay for the contracts to be signed and work to commence were inexcusable and requested that Peter Minnock attend next meeting.

Cllr English understood that funding was granted some years ago and therefore could not understand why there was a delay in remedial works commencing as promised.

Cllr Daly queried whether money allocated under AIT was available to the council.

Cllr Wright said that it appears that the members had no influence into what was happening in relation to the remedial works.

Cllr Lawler proposed that a strongly worded letter be forwarded to the DOE.
This was seconded by Cllr Wright.

The Town manager requested the members to wait until all issues were clarified with DOE which should happen within the next week

The Cathaoirleach asked that the proposal be deferred. This was agreed by the members present.


3. CORRESPONDENCE

Michelle Devine, Town Clerk read out the following correspondence to the members:-

· Letter from the Confederation of European Councillors about a one day Seminar on the theme of “Tackling Poverty and Social Need in Ireland North and South” to be held on Friday the 7th Dec 2007 in the Killyhevlin Hotel, Enniskillen, Co. Fermanagh.

· Letter from Woulfe Event Management of a forthcoming Seminar on Crime in the Greenhills Hotel, Limerick on the 24th and 25th of Jan 2008

· Letter from The Island of Ireland partnership about of Pathfinding Conference to be held in the Regency Hotel, Swords Rd, Dublin on Saturday 1ST of Dec 2007 to consider proposals to from a “An Island of Ireland Local Government Partnership.”

· Reply form the Department of Health and Children acknowledging receipt of letter from this council “concerning the Oncology Unit at Naas General Hospital.”




· Reply from the Inland Waterways Associations of Ireland North Barrow Branch that they would be interested “in the setting up of a committee to study the feasibility of the future development of the River Barrow and the Canal in Athy “and would like “to meet with the council to discuss the matter.”

· Letter from Cuan Mhuire thanking this council for its generous “support in respect of the Golf Classic which was held on Friday the 28th of Sept at Athy Golf Club.”

· Letter from Francis B. Taafee & Co thanking this council for their response and involvement in the Dominican 750th Anniversary Celebrations.

· Letter from B. Corcoran Chief Superintendent and Personal Assistant to Commissioner acknowledging receipt of our correspondence date 2nd of Nov 07 and that this matter had been passed on to Deputy Commissioner who will communicate in due course.

· Letter from TRI Athy asking that we following up on the pledge by this council to contribute €1,000 towards the running of this event which was successfully held on 2nd of June 2007.

Kavanagh Environment Section in Kildare County Council informing the members that charges at Athy Civic Amenity site will not be waived as there is already “a significant cost to the Council - through providing the appropriate infrastructure and resources- in delivery of waste management services, including civic amenity sites.”

· Letter from Margaret Walsh, Manager, Athy Heritage Centre requesting sponsorship from Athy Town Council for the Santa South Pole Village.

It was proposed by Cllr Lawler and seconded by Cllr Daly that €1,000 be allocated by this council as sponsorship towards the Santa South Pole Village

· Letter from Gabriel Dooley, Manager Director of Dooley Property
proposing “that Athy Town Council give serious consideration to
to organising a property expo in the first half of 2008.”








QUALITY WATER REPORT OF THE RIVER BARROW


The Cathoirleach welcomed Joe Boland Director of Services for Water who was here to report to the members on the level of water quality of the River Barrow.

Joe Boland informed the members that sampling and checks are carried out regularly on the river Barrow to test the quality of water and to ensure that there are no unauthorised discharges into it. Joe Boland explained that these tests show that the overall water quality of the river is very good. However he also asked that if the members or the public become aware or notice any unauthorised discharges into the river that waters services should be notified immediately.

Cllr Daly said that the report showed that the river Barrow was clearer and cleaner than others.

Cllr Wright asked that the river along McEwan and Croom a Boo Bridge be investigated as he believed there was some discolouring

The members on the whole welcomed the water quality report and the Cathoirleach on behalf of the council thanked Joe Boland for his report.

The Section 85 Agreement was brought before the members for Athy Town Council to extend the care taking agreement on behalf of Kildare County Council for the period 1st January 2008 to 31st December 2008.

4. NOTICES OF MOTION

The Town Manager referred to motions 5, 8, and 12 and explained that:

· Slievemore Homes were granted planning permission by Bord Pleanala
· Management and Landscaping plans were submitted and accepted
· A committee was set up to address certain outstanding issues and had met with the developer on several occasions.

Therefore he concluded that if these motions were adopted they may need to be referred to Bord Pleanala

Cllr Daly said that these motions are as a result of these meetings.

Cllr Dalton said he had been told by residents that they had no trust in their elected members and also felt let down by council officials by the granting of the permission.
Cllr Wright said he was here when this land was been rezoned and thought there was another entrance.


Cllr Breslin said there was still some uncertainty in who owns the boundary

Cllr Lawler asked if the members could meet with the developer.

Cllr Wright enquired that if these motions are passed will the council be subject to litigation.

The Town Manager suggested that these motions be deferred and meet with developer first.

Cllr Dalton said that the members had a duty to the residents and that these motions would not be deferred as it was making a bad situation worse.

Cllr Dalton asked that these motions proceed subject to legal advice,

Cllr Wright said that he had a legal right to be on committee.

Cllr Wright said that this council had no authority to advise the developer what to do on his side.

Cllr Lawler explained that the line between the two estates can only to be the centre of boundary.

Cllr Daly said that we did give a commitment to erect boundary

Cllr Breslin asked that legal opinion be seeked on the boundary.

asked that changes were necessary to these schemes as people on low income were been squeezed out

“That a report be presented to the council meeting give the cost of upgrading and repositioning the heating system in the OAP houses in Nelson St.”

Cllr Breslin explained that the houses in Nelson St were now damp and the baths were not suitable for use and what was now required was the upgrading and repositioning of the heating systems in these houses. Cllr Breslin said that she had previously requested a report showing costing involved in carrying out this work but still has not been presented to the members and asked that this be done as a matter of urgency.

“That the Town Council would consider installing a bus shelter at a location convenient to the town centre.”

Cllr O Sullivan said that she had received numerous complaints about this motion and thought it unacceptable that there was no shelter for the general public from the elements while waiting for a bus which also sometimes three quarters of an hour late.

Cllr O Sullivan also asked that shelter be amended to shelters which was duly
Noted.

The Town Engineer said that this matter will be investigated.

13. CATHAOIRLEACH’S BUSINESS

The Cathoirleach said that he could not attend the last JPC Meeting and requested an update on the changes introduced at that meeting to the traffic system in Chapel Lane.

The Town Engineer explained that the original changes made to the traffic direction in Chapel Lane have been reversed.

Cllr Lawler added that the local Gardai were in support of these changes.

The Cathaoirleach said a report which was to be prepared by KCC for this council on the road alignment at Ardreigh has still not been presented to the members and asked that this be done as soon as possible.

The Cathoirleach informed the members that the Christmas lights were to be turned on the 7th of Dec which was to coincide with the opening of the Santa Pole Village within the Athy Heritage Centre.

The Cathaoirleach requested that we look at the bins at Garter Lane.

The Cathaoirleach reported that he could not attend the Pride of Places Awards on behalf of the council but was represented by Mary O’ Sullivan, Leas-Cathaoirleach.

Cllr O’ Sullivan said that she was very happy and honoured to accept the certificate on behalf of the council and people of Athy.


12. MANAGER’S BUSINESS.

The Town Manager informed the members that:

· The Finance Committee are to meet on the 11th of Dec at 7pm to discuss and decide the Budget for 2008.
· Full council in Committee to discuss the above the 17th of Dec at 7pm
· Statutory Budget meeting set for 19TH of Dec at 6.30pm

14. OTHER BUSINESS

Cllr Breslin enquired whether there was going to be free parking in Athy leading up to Christmas.

The Town Manager explained that due to recent robberies of the pay parking machines in the town our income was down ad therefore the council would only be turning off the machines for the two Saturdays before Christmas

The Town Engineer added that the necessary protection had been fitted to the pay parking machines.

Cllr Breslin asked that the residents parking at Butlers Row be investigated.

Cllr Breslin noted her support to extend the contracts for the 2 Temporary General Operatives.

Cllr Daly reported that parking on the footpath by St Josephs was making it very hard for buggies and pedestrians in general to pass and asked that this be looked at. The Town Engineer said that he would investigate this.

Cllr Lawler thanked the Town Engineer for the report on the public lighting in the Peoples Park.

Cllr Dalton noted that the flashing lights at the school were now switched on.

Cllr Dalton added that a written petition is being prepared for the submission re the Green Paper.

Cllr Lawler asked that the cars parking on the Stradbally road be investigated.

Cllr Lawler informed the members of the CD launch that was taking place on Thursday.

There was a minutes silence for Mrs. Kathleen Stynes mother–in-law of Bernie Stynes a member of staff of this Council who passed away recently.
